The Xuul Confederacy is the delta quadrant equivalent of the UAAC/PCOC. It controls most of that quadrant, and is currently locked in a brutal war with the Plague as they struggle to obtain control of the delta quadrant. The Xuul are powerfully psychic and mouthless: they are native to the planet Kkav, on which the only form of sustenance is microorganisms which they absorb through their skin. The planet of Kkav is powerfully saturated with psychic energy, which slowly saturated the Xuul themselves. They communicate primarily through telepathy. For the most part, they terraform terran planets usually too cold for existance and saturate them with the microorganisms they feed on. Their metabolism is so efficient that they are all but immune to the effects of alcohol.
